occurred w/1999121508 on MacOS 9.0. to repro: 1. start mozilla browser 2. press Cmd+Shift+N expected: a blank Composer window should appear. result: another browser window appears instead.

sujay, make sure you are checking m14 builds and not m13 builds, it looks like the fix is only in m14

I just installed M14 1/25 build and its still not fixed....should I wait for 1/26 build? according to your comments it should have been fixed in the 1/25 M14 build....

I contend that this bug *is* fixed; the current problem is cross-platform (bug #25085). The verification on this bug will need to wait until that bug is fixed.

wait a second...shouldn't we mark this bug a DUP of 25085.. they are exactly the same bug report.
No, this is *not* a duplicate of that bug. That bug is XP, this bug is Mac- specific. This fix was in mac-specific code. The cross-platform bug (regression) was introduced later (maybe with the XBL stuff hyatt was doing?).
