218646 - Mouse wheel doesn't work on the left edge of the screen

There is at least one vertical line at the left edge on the screen (browser
window maximized) where browser does not react to the mouse wheel scrolling.
This results in decreased usability of the browser, since the left edge is not
infinite any more. Version 1.4 worked fine - that's why I noticed it in the new
version. When I look carefully, it appears that there is a vertical line
stretching from the start of the tab bar all the way down to the status bar. 

Reproducible: Always

Steps to Reproduce:
1. Load any long page
2. Move cursor all the way to the left
3. Try scrolling with mouse wheel

Actual Results:  
Page doesn't scroll

Expected Results:  
Page should scroll

- worked fine in 1.4
- mouse gestures installed (20030602), bound to right mouse key

Can't reproduce with trunk build 2003090704 on Win2k.

Could you try installing into a new directory, with an empty profile and no
extensions installed (escpacially without mouse gestures)?

I see this behavior with Moz Firebird build 20030908, Win98.
