219043 - mail wants setup info but I want to use outlook express, can't get past this point

when I click on a mailto: link the mozilla internal mail starts up and wants my
email box info.  I'm configured to use Outlook Express and I don't want to
change that, yet I can't use Mozilla to email from mailto links.  I don't want
to enter my email server address or anything else into mozilla.

Reproducible: Always

Steps to Reproduce:
1. click on mailto link on any web page
2. mail setup pops up
3. "Use Mozilla Mail as the default mail application" is unchecked

Actual Results:  
launched internal mail setup

Expected Results:  
launched outlook express

Right now there are a few different solutions... 
1. Use the installer to reinstall ONLY the browser component, not Mail & Newsgroups.
2. Try out Firebird instead.
3. Try out the extension at http://mozex.mozdev.org.
4. Set a (possibly buggy) pref: read bug 196798 fmi.
