URL above is an example of the problem.  If you go to http://www.royalmail.com
(UK Postal service), and try to find out any postal prices, the pages are
incorrectly displayed.  Using Mozilla, you see the title frame and the left-hand
"menu" frame, but no information.  Using IE, you can see a table of prices.

Reproducible: Always

Steps to Reproduce:
1. Visit www.royalmail.com
2. Follow any link to prices


Actual Results:  
No prices visible!

Hmm, something odd going on.  It seems to be owrking now!  No idea why, but
