In Windows Explorer, the icons which Mozilla assigns for HTML files are the same
as for the shortcuts to the Mozilla application, and also the same as URL icons.
These should be distinguished for greater usability.

Steps to Reproduce:
Compare
1. icon for shortcut to mozilla.exe
2. icon for readme.html
3. icon for shortcut to http://www.google.com

Actual Results:  
Icons are all the same (although the shortcut icon has the usual curvy shortcut
arrow overlaid, which is OK)

Expected Results:  
The HTML document should have a page-with-folded-corner shape to indicate it's a
document.
The HTML icon is the same as the mozilla application icon in attachment 131535 [details].
