219377 - Email Settings: "unconfirmed state" setting overrides "CC field changes" setting

A setting to receive mail on unconfirmed bugs overrides a setting not to receive
CC-change-only mail.  In the prefs for Email Settings, I have the following
"field/recipient specific options" set for when my relationship to the bug is CC:
CC field changes - unchecked (should not get mail)
The bug is in the unconfirmed state - checked (should get mail)

I get bugmail whenever the CC field changes in an unconfirmed bug.  

This effect was duplicated in IRC discussion, but could not be tested at
landfill.bugzilla.org because the setup there doesn't allow unconfirmed bugs.

Steps to Reproduce:
1. CC yourself to one new and one unconfirmed bug.
2. Set email notifications as specified above.
3. Let another account add their CC to the list of both bugs (don't add CCs in
the same account, because of the separate setting "only email changes by others").

Actual results:
You'll get one bugmail noting a CC change in the unconfirmed bug.

Expected results:
You should get no bugmail noting CC changes for any bugs.
