219396 - "About Mozilla" returns page w/ "XML Parsing Error: undefined entity" instead of expected Mozilla version info

The "About Mozilla" link in the Help menu is broken in the Sept 15-16 versions
of Mozilla 1.5b.  Instead of opening a page displaying Mozilla version info, the
following error information is displayed: 

XML Parsing Error: undefined entity Location:
jar:resource:///chrome/en-US.jar!/locale/en-US/global/about.xhtml Line Number
95, Column 15:<li>Copyright &copy; 1998-2003 by <a
href="about:credits">Contributors</a> to --------------^

Note that all previous Mozilla installations including the 1.5b release have
behaved correctly.  

Reproducible: Always

Steps to Reproduce:
1. Open About Mozilla Help menu link
2. Read new Mozilla window with XML error message
3.



Expected Results:  
Opened window displaying Mozilla version info

This seems to be a dupe of bug 175394, bug 219355 and bug 197520 (which seem to
be the same bug).
