This is similar to Bug #76794, but from the administration point of view.

Right now we have the ability to define a default owner for each component.  
I would like the ability to define a default set of userids to be CC'd for 
each component.  This default set would be in addition to any CC's the reporter
decides to add.  In other words, it would as if the reporter always added the 
default set to the CC list.

This is different from Bug #76794 as the admin can guarantee related
folks gets a copy of all bugs associated with a component.  

I'm currently doing something similar by hacking localconfig and hard coding 
the CC array based on the product.  This has proven useful to me.
