I think it would be a good idea if no new mail notification was issued if all
new mail was filtered into spam.

Reproducible: Always

Steps to Reproduce:
1. Get mail that is filtered out

Actual Results:  
Got a new mail notification

Expected Results:  
No new mail notification

It just seems strange if you click on the notification window to get to your
inbox and find it empty.
