I suggest allowing the user to double click on that URL in the Blocked Popups dialog in order to launch that URL. The function could be as simple as just launching that URL in a new window, or it could be even better designed so that it remembers the parameters of the function call including the window name and additional parameters like width, height, scrollbar, etc...
