220667 - background images in FIR-based techniques no longer appear

In 20030926 and later builds of Firebird, the Fahrner Image Replacement
technique (see included URL, also
http://www.zeldman.com/daily/0203c.shtml#cssbg) no longer works. If I revert to
a 20030914 build the background images work again.

Steps to Reproduce:
1. Load any of aforementioned URLs in 20030926 or later builds

background images for FIR-based techniques do not appear

Display the background images
