Both are enabled by default. It seems to me that as tabbed browsing was introduced long before autoscroll feature it has to have higher priority in capturing middle-mouse clicks on hyperlinks. Another site where this happens is http://sports.espn.go.com/nba/index <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/1999/REC-html401-19991224/loose.dtd"> <meta http-equiv="content-type" content="text/html; charset=iso-8859-1"> So it might not be the doctype.
FWIW, it now works on the ESPN site. You might want to just ask their webmaster what the workaround is, for insight into where the bug lies.

I want to comment that you can observe this bug only on _clean_ installation with new and innocent user profile.
