221123 - Tamil Unicode characters in the application not shown correctly in Windows 98 OS

The tamil unicode rendering is not supported by Mozilla in Windows 98. So while
we use Mozilla 1.5b with the Tamil language pack from (
http://www.mozilla.org/projects/l10n/mlp_status.html ) we see the tamil
characters in menu but the rendering is not correct. 



Reproducible: Always

Steps to Reproduce:
1. Install Mozilla 1.5b in windows98 PCs
2. Install Tamil language pack available at
http://www.mozilla.org/projects/l10n/mlp_status.html
3. Then set the language to Tamil-Malaysia and restart Mozilla

Actual Results:  
I find that the rendering of tamil characters as shown in the Menus are not correct.


Expected Results:  
The tamil characters should be rendered correctly.

In Windows 2000 , this problem is not noticed, because there the Tamil unicode
rendering is taken care by the OS itself. This Tamil rendering should be handled
by Mozilla without having to depend on the OS.

That's easier to say than to do. Moreover, Mozilla can't do everything. The OS
is there to help application program developers, isn't it? 

Anyway, in case of Tamil, Mozilla does exactly that. You need some
specially-made fonts for Tamil. See international release notes
(http://www.mozilla.org/releases/mozilla1.5/known-issues-int.html#display) and
bug  140013 and bug 204039. 
If you can contact Tamil localizers, can you ask them to document this and
bundle Tamil localized version with necessary fonts?
