I would expect that I should be able to make any selected window dominate by
clicking its tab (I like the Moz's tabbed feature!) and be able to leave the
Help window open as reference.

I also noted the problem using Chatzilla : Moz - Cz - Help.

Reproducible: Always

Steps to Reproduce:
1. Open livesidebar.com and open a panel on a prodect.
2. Open Cz and join something, then click on Moz's HELP.
3. Now try to go to CZ or LSB and click on something, use the Cz/LSB page and
make  dominent.

Actual Results:  
Nothing...

Expected Results:  
Mozilla should let go of the OPEN page to put another page to the top of stack.
