When Mail|Newsgroup Accounts are deleted in Moz or FB the corresponding files should be deleted too

In Mozilla and Firebird when Mail or Newsgroup Accounts are deleted, the account
folders should also (optionally) be deleted; e.g. "Delete the files too?".

As a long time tester of these programs, I do a lot of manipulations of Acconts
to check out problems reported on the various user forums.  Eventually, I find
that these "residue" files are at best confusing and at worst Profile corrupting.

Often, when I encounter problems of my own, I have to create a new profile to
resolve it.  I believe many of these problems result from improper cleanup after
changes to accounts.  Of course, I can not prove any of these assertions!
