Sometimes when doing minor editing (fixing a typo in summary, adding a cc:
etc.) email notification is not needed. There could be a checkbox "Do not
notify". When the checkbox is checked, no email is sent.

The Bugzilla Team has shied away from creating this option because it puts the
power of determining what's "important" in the hand of the person changing the
bug, not the person receiving the email notification.
It may be critically important to someone to know when a summary is changed
(even a typo) or when someone is added to the Cc: list.
It should be the recipient's decision about what types of email notifications
they want to receive, not the person who's modifying the bug.
