22254 - mouse wheel won't scroll page on a url with a list box

Overview Description:
On a page with a list box, such as the bonsai page listed above or the enter new
bug page, the wheel mouse scrolls the list box instead of the page no mater
where you click.

Steps to Reproduce:
- On a system with a wheel mouse, go to URL:
http://cvs-mirror.mozilla.org/webtools/bonsai/
- click anywhere on the screen (even in a text entry field) and try to scroll
the page up/down

Actual Results:
the list box scrolls

Expected Results:
the page should scroll

1999-12-20-12-M12 Win98

Additional Builds and Platforms Tested On:

(haven't found a linux machine with a working wheel mouse to test this on yet)

I'm almost positive this is a direct result of select boxes not having GFX
scrollbars implemented.  Marking as depending on that bug.

Moving M18. Mouse wheel support not required for beta (and few have this device
anyway).

The dependant bug is marked M14, and this should be fixed immediately when that
bug is fixed; so it looks like it will be fixed for M14.

to go anywhere until 18895 is fixed.
