bookmarks from folder in toolbar can not open in the new window/tab

on my personal tool bar I have bookmarks and some folders with bookmarks.
Bookmarks which are in the toolbar by themselves open popup menu after the right
click.
Bookmarks which are in the folders of the personal menu are not opening the
popup, they are getting loaded to the current active window/tab.
Reproducible: Always
Steps to Reproduce:
1. go to the Bookmarks-> ManageBookmarks
2. create folder in the Personal Toolbar
2. add a bookmark to the folder
3. close the Bookmark Manager
4. left click on the folder created on the Personal Toolbar
5. right click on the bookmark
Actual Results:
Bookmarked page is loaded.
Expected Results:
The usual popup menu as with the bookmarks that are in the toolbar by them selves.
(options Open, Open in New Window, Open in New Tab, etc.)

I´m seeing this slightly different on Win98:
same: right-click on a bookmark in the Personal Toolbar opens kontext menu
different: right-click on a bookmark in a folder in the PT does nothing.
Summary: bookmarks from folder in toolbar can not open in the new window/tab → bookmarks from folder in toolbar can not open in the new window/tab
