Ampersands are converted to html code style (&) but all other special
character are not (ü = ü etc.)
On one side converting shouldn't be necessary at all because bookmarks.html is a
Unicode file and UTF-8 encoded.
On the other hand the contect type is text/html and all special characters
should be converted into their corresponding html code.

Reporter could you check if your bug is bug 252147 or bug 220581. In other words
are experiencing the conversion in the name or the url of your bookmark?
