Reproducible: Always

Steps to Reproduce:
1. Complate install mozilla.
2. set used maill is Mozilla Mail in control panel(internet option).
3. uninstall mozilla.
4. Browser only install mozilla.
5. Open browser, and click a mailto: link.
6. many open bowser window. Can not stop.


Expected Results:  
Can stop a open window.

Sounds like we try to use ourselves as the mail handler and fail... Since the
user sets us as the mail handler explicitly, uninstalling should not remove that
association... but we should be smarter about this, maybe.  Somehow.

In any case, there should be older bugs on this.
