224975 - After "Customize" on headers to add new header, cannot use elements in the "Filter Rules" window

Cannot create a Message filter in one go, if I add a new customized Header. I
create an Untitled, then come back and continue editing it.

Reproducible: Always

Steps to Reproduce:
1. Message Filters
2. New
3. Customize (Headers)
4. Add new header
5. Back to "Filter Rules" window.

Actual Results:  
In the "Filter Rules" window I cannot change the filter name, cannot chose
header, cannot edit rule.  Only actions work ("move to" etc).

Expected Results:  
Be able to continue defining the filter, give it a name, chose a header to
perform filtering on etc.
