When trying to save a file where three options are presented, open with app,
open, and save, the ok and cancel rest on the bottom of the dialog box.

Reproducible: Always

Steps to Reproduce:
1.click on a link that points to a file ex a zip file on OS X
2.

Actual Results:  
the dialog box comes up with the cancel buttons and ok buttons resting on the
bottom of the dialog box.

Expected Results:  
The bottoms should not be so close to the bottom edge of the dialog box. This is
not in accordance with aqua guidelines
