In both browser and mail, moving the mouse over a link, button or menu item
causes the item to change it's appearance or display text in the status bar
(Buttons look raised, links display text in status bar) as long as the mouse is
over the object.

On a two-display system, this behavior is seen for less than a second on the
secondary display, then the item is  redisplayed in its 'non-hover' mode. The
primary display works properly.



Reproducible: Always

Steps to Reproduce:
1. Move the browser to the secondary display
2. Move the mouse over a button, menu, or link


Actual Results:  
Button: Button will only show drop shadow for a split second instead of the
entire time the mouse is over the button
Menu: Menu item will look selected, then revert to non-selected appearance
instead of staying selected
Link: Url will appear in status bar for a split second, then disappear.

Expected Results:  
Objects should act the same regardless of which display the browser is displayed on

This behavior is only seen using Mozilla, no other application has behaved the
same way.

Card used is a Matrox G400 Dual head using version 5.86.32.0. Primary display is
a ViewSonic 17GS-2. Secondary is a Dell M770.
