Adds centering to tables in TE.
TE has 2 other pages with tables, but I don't think centering them will hurt
anything. Those 2 are:

Reopening. Somehow I missed a target attribute on procedures.html, and
components.html has had new breakages introduced. Patches forthcoming.

procedure.html fixed
The <div>s in <!--include--> file top-nav-incl.html is not closed properly. This
causes layout problem with components.html's header but not with other files.
This may or may not be a wrapper problem. Bob Clary and Dawn, can you
investigate this?
Also, I don't think mixing <p> and <div> in components.html is a good idea. Bob,
can you make the markup more rational?

This bug appears to be fixed. Only the charset in one of the pages[1] should be
explictely mentioned through HTTP.

Bob Clary,
One thing I don't understand about the page
http://www.mozilla.org/projects/tech-evangelism/site/standards-redirector.html
is why there are selects - javascript support dependent - and a form, just to go to the standards documents. I do not understand why this page needs to or should depend on javascript support.

I'm not really involved in te that much anymore and this was a user contributed page. I'll try to take a look at it when I get a chance. AFAIC, I would just as soon remove it.

Taking.
I'm working on making a new page using lists instead of a form and javascript. I think this would be a nice resource to have links to all the standards-related organizations and the standards in one place.
I'll probably just replace this page with the new one unless someone thinks I should make a new page.
