When copy/pasting Japanese text from a webpage into a filename to be saved to
hard drive, the characters end up being displayed as underscores instead.
("____"). All other aspects of viewing Japanese work correctly. Characters show
up appropiately when initially pasting in save dialog box. Works fine on other
browsers. Only solution I can find is to set Windows locale to Japan.

Steps to Reproduce:
1. Visit Japanese site. Save any file and name using copied Japanese text from
the page.

Actual Results:  
Looking the file up in Windows Explorer, all japanese characters were saved as
underscores instead of proper chracters.

Expected Results:  
Get it to work under any locale as other browsers can. :)

Applies both to Mozilla and Mozilla Firebird. I have many fonts installed and
never have had trouble viewing or writing in Japanese before.
seems to be bug 162361 as that other one is a meta-bug
