When I save a attachment which has non-ascii file name,
wrong file name is used.


Reproducible: Always

Steps to Reproduce:
save a attachment file which has non-ascii file name
ex: (in Japanese)
$B%5%s%W%k(B.txt

Actual Results:  
the file name becomes "%u30B5%u30F3%u30D7%u30EB.txt"


Expected Results:  
saveed as original file name

Good catch -- those are very likely the same bug.  (Is this a regression, 
something that used to work in earlier versions?)  I think I'll dupe the earlier 
one to this one, however, since this has the useful attachment, and has already 
been confirmed.

Answering my own question, this is indeed a regression -- 1.5 does not exhibit 
this problem, as reported in the dupe.
