227222 - "Edit as new" does not work on a .eml attachment

I received a bounce that contained as a .eml attachment my original message.
Mozilla allows me to open the attachment as an email, and when doing so the
right click menu gives me as an option "Edit as new". When I choose this option
nothing happens, and the program continues to operate as if I had not done anything.

To the best of my knowledge "Edit as new" works fine when the message to be
edited is mail text, rather than a .eml attachment.

Reproducible: Always

Steps to Reproduce:
1. Open .eml attachment in new window
2. Right Click
3. Choose "Edit as new"

Actual Results:  
Nothing happened.

Expected Results:  
A compose window should have been opened.

I am using the Hebrew localised version of mozilla with the Modern theme.

Attachment: Random .eml file

This is the attachment that breaks on my machine. To see a demo attach it and
send it to yourself.
