If I open more than 18 tabs in a Mozilla window, the 18th+n tab does not display and I have no way to get to it.

If I open more than 18 tabs in a Mozilla window, the 18th+n tab does not display
and I have no way to get to it.  For example, if I open a 19th tab, the tab will
display behind the "close tab" button and I cannot select it.  It should display
a little "double right arrow" similar to the indicator that you have more
bookmarks in your bookmarks toolbar.  

Reproducible: Always

Steps to Reproduce:
1.Go to the New York Times/Slate/Slashdot web-site
2.Select links and have them open as tabs
3.Do this over 18 times

Actual Results:  
The tabs continue to be generated, but there is no way to reach/manage them.  

Expected Results:  
A mechanism should be provided in either the Tabs toolbar or in a Tabs menu to
allow the user to manage more than 18 tabs, or else the mechanism should be
limited to allowing only the number of tabs the screen is able to display.
Naturally, I just found 155325 just after I'd set this bug in motion.  I
personally prefer the Safari approach to the problem, but, as an end-user, would
like to see the problem addressed in the next major release.
