When zooming in on an image, the cursor of the magnifing glass with the + in it
does not change until you move the mouse. The makes it appear that you can zoom
in more (or that you aren't zoomed at all). When you move the mouse, then the
cursor changes to the magnifing glass with a - in it.

Reproducible: Always

Steps to Reproduce:
1. zoom in on image; don't move mouse
2. notice cursor hasn't changed
3. move mouse, and only then is cursor correct

Actual Results:  
The cursor was still a "zoom in" cursor.

Expected Results:  
The cursor should have been a "zoom out" cursor.
