using ctrl+- doesn't reduce size of some fonts in a web page. it start only
after the text is scaled to 4%. Then, every percentage less tha 4 looks zoomed
in a 110%-like scale.
Reproducible: Always
Steps to Reproduce:
1. go to a web page (example: http://www.mozilla.org/quality/precheckin-tests.html)
2. try to zoom out the font scale with ctrl+- more times
3. notice that only some particular areas are affected by this problem.
4. if you continue to zoom out, the page will be zoomed in by almost 110%
Expected Results:
every font/style should be reduced at the expected scale
