In the page at http://usfconnect.usfca.edu, there is a script querying Mozilla about its capabilities,
and Mozilla reports that Java is disabled even when it is not.

Displayed the USFconnect login screen.
Configuration: Mac OS X Panther 10.3 Clean Install on blank hard drive; Mozilla 1.6b
