url bar does not update when opening a new tab

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.7a) Gecko/20031220 Firebird/0.7+ cvs trunk build whenever I manually open a new tab (via ctrl-t or any other method) the url bar does not update. I think for some reason the onLocationChange listener is not called (I have a firebird extensions that uses that as well and does not work when the url does not update)
I just notice another thing, the keyboard focus is still on the previous tab.
I don't really experience this in a new tab (More like at any time, while browsing). But when it does happen that I have to press Esc while in the URL bar to get the whole URL to appear
is this a dup of bug 227826?
