229623 - "What's Related" - remove from default sidebar list (temporarily)

Primarily due to bug 139894, and possibly to bug 81127, I think that we should
take this tab off the panels.rdf that is used for new profiles.

There is no way to remove tabs from existing user profiles during and upgrade
(well, maybe install.xpi could) but I think that would be a heavy-handed solution.

Users who are living in the currently not so secure world will need to
remove/deactivate "What's Related".

asa and choffman have given this the okay.

The change only removes what's related from the default list of sidebars, users
can still pick to add it to the sidebar. (added relnote so I don't forget to doc
the change).

RELNOTE: suggested text.

"What's Related" sidebar has been removed from the default list of sidebars. New
profiles will no longer contain this sidebar in the list. "What's Related" was
removed from the default list because of several unfixed privacy concerns (see
bug 139894, and bug 81127). 

This change will not affect existing profiles. "What's Related" is still
available via "Customize Sidebar" if you want to add it to your new profile.

If you are currently using "What's Related", we suggest you read the related
bugs and/or remove the tab from your sidebar.

personally I think we should move whats related to a mozdev project. There's no
real reason it needs to stay in mozilla.

Thanks for the checkin!

I guess we'll need someone to mark as verified.

You have to create a new profile w/ the daily build, then look at the list of
tabs in sidebar.
