Build Identifier: (Mozilla 1.5, as downloaded a week ago.)

There is an option in the "Mail & News Preferences" to tell whether to put the
cursor before or after quoted text.  However, it seems that the signature file
is always appended to the end.  This is annoying and inconsistent behavior.


Reproducible: Always

Steps to Reproduce:
1. Set preferences to quote original message, then begin editing from the top.
2. Reply to a message.
3. Observe that signature file is appended after the quoted text.

Actual Results:  
Signature file appended to quoted text.

Expected Results:  
Signature file should have been prepended to the quoted text, then the cursor
moved to the first byte of the signature text.
