displays the XML in a tree view, but without the tree view's stylesheet. (Comes
from bug 219561 comment 3).
I'm guessing this is a character encoding issue.

The obvious patch. This works. But it does suggest something a little weird
with our encoding guessing code in the CSS loader.

Actually, I prefer "UTF-8" to "utf-8", despite existing precedent in the tree.
