231031 - message list "select columns to display" popup menu items' tooltip mislocated

When you primary-click the "click to select columns to display" button above the
scrollbar in the message list, a "context menu-like" menu opens, showing all the
columns available with checkmarks adjacent to the visible columns.

When you hover over this menu, the tooltip "click to select columns to display"
appears, but it appears that the top-left coordinate is offset from where it
should be... as you move down the menu, the tooltip moves perportionately down
the screen, but with the topmost occurence being 

Reproducible: Always

Steps to Reproduce:
1. Open Mail/News
2. Hover over column chooser button above message list scrollbar; note proper
placement of tooltip
3. primary-click this button; hover over one of the items in the displayed menu;
note incorrect placement of tooltip
