23123 - [Wizard] "Click "Finish" to..." in Account Wizard is not consistent with "Click Finish to..." in "Create New Profile"

In the "Create New Profile" it says in the last dialog "Click Finish to ..."
In the Account Wizard the Finish is in "".
Either both(all) references to buttons should be in "" or none of them!

Speaking with Vera, she states that the standard is not to place quotes around a
button name. When referencing buttons with long names, there is an exception
because it can be difficult to understand the total sentence.

The Congratulations! dialog currently states:

`Click "Set up Another" to save these settings and set up another account.
Click "Finish" to save these settings and exit the Account Wizard.`

It might be difficult to read Set up Another without quotes. If "Set up Another"
had quotes and Finish did not then that would look strange also.

Problem: The "Congratulations" dialog states:
Click "Finish" to save these settings and exit the Account Wizard.

Expected Results: The quotes should be removed from "Finish".
