currently, nsIFile does not say anything about the native encoding. it should
make clear that it is always ascii-compatible.

Could we please do this sometime before gecko 2.0 (at which point we may want to
deprecate nsIFile anyway)? ;)

In fact it always is, so I'm not sure documenting it explicitly is useful at all.
