The link that appears inside the popup (in XP this alert slides up from the
taskbar when all files are done downloading) does nothing. Logically, it would
bring up the download manager when clicked, but instead clicking the link does
nothing. It's incredibly irritating.

Reproducible: Always

Steps to Reproduce:
1. Finish downloading files
2. Watch popup appear
3. Click Link
4. Observe absolutely nothing happening

Actual Results:  
Nothing

Expected Results:  
Change focus to download manager.
