231405 - vertical scroll bar components missing

The vertical scrool bar is missing the thumb, borders, and scroll arrows.  The
components are active within their appropriate regions, and some visual changes
occur in the scroll bar area with mouseovers and clicks, but they are not
visible as is expected.  This is the only flaw that I've found; otherwise, it
performs beautifully.

Reproducible: Always

Steps to Reproduce:
1.Start the browser.
2.Look at the right side of the window.
3.Look puzzled.

Does the default theme work? If so, then this bug is invalid because some of the
theme bindings have changed between 0.7 and present that break themes. If it
doesn't work, then please reopen the bug.
