Details
Steps:
1. Click Help | For Internet Explorer Users
2. Expand "Using the Help Window".
3. Click on 'Finding the Topic You Want".
4. Compare the order of tabs _listed_ in the .xhtml file vs. the actual order
of the tabs as they exists in the interface.
LISTED IN TEXT:
* Contents shows the list of main topics.
Click a topic to read about it. Double-click to see its subtopics.
If you can't find the topic you want, click the Search or Index tab.
* Search lets you search the built-in Mozilla Help.
Type a word or phrase and press Enter to see related topics. Then click
the topic you want to read about.
If your Search doesn't return any topics, try typing fewer words or a
different combination of words.
* Index lists topics alphabetically.
Click an index entry to view information on that topic.
* Glossary lists definitions alphabetically.
Click a glossary term to see its definition.

The visual arrangement is probably the reverse so that people can find other
tabs (e.g. if you have TOC on top and open it by default, all other tabs would
be way below). This is probably a wontfix.

I decided that this bug should be WONTFIX to make it easier for the user, since
making Contents last would cause confusion, and the tabs cannot be changed.
