if no window is open, nothing happens when selecting a bookmark .

If a window is not open, nothing happens when a bookmark is selected. Seems
like a window ought to appear with the chosen bookmarked site, just as is the
case with other browsers. Also, the Open File command does not work under the
same conditions.
Reproducible: Always
Steps to Reproduce:
1. Close browser windows.
2. Select item from Bookmarks menu, or--
3. Choose Open File from File menu
Actual Results:
Nothing happens.
Expected Results:
Bring up the bookmarked site in a new window (for Step 2); or, bring up the open
file box (for Step 3)

See bug 83313 for the "Open File"-issue. Opening bookmarks when no window is
open appears to worksforme with Mozilla 2004011905 on Mac OS 10.2.8.
