Description

When changing components for a bug, the standard b.m.o header doesn't show up.
This is also the behavior on the landfill Bugzilla install. The header showed
with the older version of Bugzilla if I recall correctly.

It's not a big problem, but it doesn't look pretty.

patch v1: fixes problem

r=gerv.

At first sight, this behaviour seems to have been there since April 2002, when
the template got checked in - unless there was some other thing causing a
header to be printed.

Now you mention it, I have seen this problem recently, but for some reason my
brain didn't register it as a bug.
