There are many operations that I do frequently that take multiple transactions (multiple form posts) to do, that could and should (IMO) be done in a single transaction. One of them is: taking a bug that is assigned to someone else, and marking it accepted. IMO, the Accept bug choice should ALWAYS ensure that the person who Accepts it owns it, by reassigning it if necessary. After all, it really doesn't make sense to allow one person to force another to Accept a bug.
