Popup menus may appear on the wrong display in a dual-display setup

I attach a second display to my PowerBook, start Mozilla, and move the window to
the secondary display (the one without the Mac menu). Then, if I bring up a
popup menu, it always appears on the primary display, even though the window
that produced it is on the secondary display.
This behaviour applies to all popup menus I have tested:
-right-click menu (CTRL+click on a one-button mouse)
-bookmark menus on the personal toolbar folder
-the view menu in the search bar in Mail&News
In contrast, if the Mozilla window that produces the popup menu is on the
primary display, there's no problem.
