In firebird, one has to use 'about:config' to change the default character
coding (encoding) to assume if no other information is available. In Mozilla,
it's configurable in Preference | Naviagator | Language. I guess it's removed in
an effort to simplify the UI, but I'm afraid while doing so, something as
important as this was gotten rid of. Perhaps, the assumption was that localizers
would set the correct default value in language packs. However, some people
certainly prefer to use English version for such reasons as the poor quality of
translation although their default character coding is not iso-8859-1 and they
want to change it to the legacy encoding of their choice. Options | General has
plenty of space for adding this back.
