Since the CC: role is not an action-oriented role (i.e. having the cc: role on 
a bug doesn't entitle the recipient to perform any action on the bug), I see 
no reason why cc: should be limited to Bugzilla users. I may want to enter an 
enhacement or query "bug" that is cc:'ed to marketing, but I don't want to 
have to add every marketing employee to the bug tracking system in order to do 
this.
