233190 - Empty tooltip when hovering over urlbar

When you hover over the urlbar, a empty tooltip appears. Normally the text
"Enter search term, keyword, or web address" should appear. But the attribute
tooltiptext is still there on the textbox, so i think there's something else
broken here. I think was already broken (and/or broke) 6 days ago, but i'm not
sure about this. Bug appears on win2k and linux in a current cvs linux trunk build.

It happen only if the urlbar tooltip is the first to display.
To reproduce open a new mozilla window, place mouse cursor over urlbar and wait
for tooltip.
