Details
According to User Agent Accessibility Guideline 1.0 item 3.2, mozilla can't
allow configuration not to render audio and video content, except on explicit
user request.

I'm assuming the double-negatives are just a confused way of saying we _should_
have a way to disable rendering of audio/video.
It would also help to include pointers to these "User Agent Accessibility
Guidelines" in such bug reports...

I think this bug is broader than just plugins, but there are probably plenty of
much older bugs for that (i.e. this is a dup anyway), so not bothering.

Note that we have bugs covering all the UUAG guidelines as well as a tracking
bug for them -- just search for UUAG.
