The tag <td valign="middle"> should display vertically centered in any window
size. It works when the table has an exact pixel size, but not when the table
height is 100%. Rather than being vertically centered, it appears at the top
of the page.

<table align="center" border="0" height="100%">
<td valign="middle" align="center">
this phrase should be centered in the page
</td>

That's really old. This has been fixed for a good while now.
In any case, the problem is not the valign but the fact that the 100% was
ignored and the table was not the height of the page (as putting borders on it
would show).
